The dynamic of actually playing as a cop or racer is quite good and I like the idea of battling / chasing. Granted I play on keyboard but that didn't stop my enjoyment of The Crew or Grid 2. It would have been better as a driver-seat view, but there only appears to be these two angles! First person does not look good - period. When driving up a hill, all you see is the back of your car! You need to switch to first person view to actually see the road.
